Randy W. Beckner, PE
Principal / Chairman of the Board / Head of Design Division
As Chairman of the Board, Randy serves as the presiding officer of the firm’s board of directors. The Chairman guides the board of directors, which oversees the human resources, financial, environmental and technical operations of the firm. He is responsible for establishing and executing long and short term goals and developing the corporate culture for the firm.
Randy is a Principal in our Johnson City, Tennessee office and Head of the Design Division. Randy graduated with a Bachelor’s Degree in Civil Engineering from Virginia Tech in 1986. He is a registered professional engineer in the states of TN, VA, NC, GA, WV and KY. His areas of expertise include Project Management and Civil/Structural Engineering on numerous projects including roadway and structural projects, water and wastewater plants and systems, downtown revitalizations, and site work.
Prior to joining Mattern & Craig in 1988, Randy served as City Engineer for the City of Galax, Virginia for a two-year period. His duties included a broad range of structural and civil engineering projects including bridges, water and wastewater buildings and structures, water and sewer lines, landfills and site work. During this time, he gained invaluable knowledge sitting on the owner’s side of the engineering process.
Randy is a member of several professional organizations including American Society of Civil Engineers and the Tennessee Water & Wastewater Association. He is a member of the Kingsport Chamber of Commerce and a past President and active member of the Rotary Club.
Steven A. Campbell, PE
Principal / President
Steve is the President of Mattern & Craig and a Principal in our Roanoke office. He graduated with civil engineering degrees from Virginia Tech – Bachelor of Science in 1979 and Master of Engineering in 1986. Steve is a registered Professional Engineer in the states of Virginia, Tennessee, North Carolina, South Carolina, and Georgia.
As President and Production Manager for the firm, Steve’s primary function is the management of the firm’s daily operations and execution of firm goals. His overall objectives are focusing on the overall success of the firm; ensuring client expectations are met; identifying opportunities for growth; and setting the culture of the company.
Steve’s responsibilities as a senior project manager include a broad range of bridge, transportation, and structural engineering projects. His 35 years experience includes the design and rehabilitation of numerous and diverse civil and transportation infrastructure projects.
Steve is a member of the International Concrete Repair Institute. He is an active member of North Roanoke Baptist Church. His hobbies include hiking, reading, golf, basketball, and college sports.
Michael S. Agee, PE
Principal / Vice President
Mike is a Vice President and Principal in our Roanoke office. He graduated in 1973 from Virginia Tech with a Bachelor of Science degree in Civil Engineering. Mike is a registered Professional Engineer in the states of Virginia and North Carolina. He has 40 years of expertise in a broad range of transportation projects.
Mike has extensive experience in the planning, project management, design and construction administration in various areas of transportation and highway engineering for municipalities and state departments of transportation. Mike has managed and designed water distribution, sewer collection and storm drainage and stormwater management projects for municipalities and state agencies. He has also managed and designed site development projects for private clients.
As head of the firm’s Transportation Division, Mike is responsible for staffing, production, and quality assurance for all transportation projects. He is also head of the Surveying Division in the Roanoke Office, responsible for staffing and contract administration.
Mike is a member of the Institute of Transportation Engineers (ITE); Virginia Section of ITE; Roanoke Chamber of Commerce; Virginia Transportation Construction Alliance; and currently serves as Secretary of the Blue Ridge Section of the American Society of Highway Engineers.
Bradley C. Craig, PE
Principal / Vice President
Brad is a Vice President and Principal in our Roanoke office and is the Head of the firm’s Civil Division. He graduated in 1989 from Virginia Tech with a Bachelor of Science degree in Civil Engineering. Brad is a registered Professional Engineer in the state of Virginia, and has over 24 years of experience in a broad area of Civil Engineering projects.
Brad has extensive expertise as a Project Manager in the planning, design and administration of infrastructure improvement projects for various municipalities and state agencies. His primary focus has been on water and wastewater facilities, including design of utility projects, pumping facilites, storage tanks, and water/wastewater treatment plants. Brad has also designed and managed several site development projects that included site layout, roadway design, storm drainage and detention facilities. Additionally, Brad’s experience includes project management on a new public works facility and downtown revitalization project.
A native of the Roanoke area, Brad and his family enjoy golf and Virginia Tech athletics.
Wm. Thomas Austin, PE
Principal / Vice President
Tom is Vice President and a Principal in our Roanoke office. He graduated from Virginia Tech in 1983 with a Bachelor of Science degree in Civil Engineering. Tom is a registered Professional Engineer in the states of Virginia and North Carolina. He has 30+ years of expertise in a broad range of civil and site development projects with specific expertise in zoning, land planning, and stormwater management.
Tom’s responsibilities are to develop, coordinate, and review all appropriate aspects of design on various projects. Typical project responsibilities include the design of general commercial and industrial sites, water distribution, sanitary sewer and storm sewer collection systems, erosion and sediment control, stormwater management facilities, roadway engineering, and hydrologic and hydraulic analysis and flood studies.
Tom is a member of the American Society of Civil Engineering.
David P. Wilson, PE
Principal / Vice President / Head of Surveying
David is a Principal in our Statesville, North Carolina office and heads up our surveying efforts. David graduated with a Bachelor of Science Degree in Civil Engineering from Virginia Tech in 1989. He is a registered professional engineer in the states of North Carolina, Tennessee, and Virginia. David has over 25 years of expertise including: roadway projects, water & wastewater utilities, storm drainage, stormwater management and site development. David also has extensive experience in assisting Mattern & Craig clients with financial assistance for projects in Tennessee and Virginia.
David is a member of the American Council of Engineering Companies, American Water Works Association, American Society of Civil Engineers, and the American Public Works Association. David enjoys golfing and music. He and his family reside in Bristol, TN.
James B. Voso, PE
Principal / Vice President
James is a Principal and Senior Project Manager in our Asheville, North Carolina office. James graduated with a Bachelor of Science Degree in Civil/Transportation Engineering from North Carolina State University in 1991. He is a registered professional engineer in the states of North Carolina and South Carolina. His areas of expertise include signalized intersection design, signal system design and implementation, ITS design, traffic impact studies/analyses, and roadway/transportation design.
James has over 20 years of design and project management experience in the fields of traffic engineering, ITS, and transportation engineering. From 1991 until 2002, James worked for the North Carolina Department of Transportation (NCDOT) with the majority of his tenure in the Transportation Mobility and Safety Section (TMSS). Since joining Mattern & Craig in 2002, he has served as our Office Manager for the Asheville office.
James is a past president of the Rotary Club of Asheville – West. He is active in the North Carolina Section of the Institute of Transportation Engineers (NCSITE). He enjoys fly fishing and running. James and his family currently reside in Fletcher, North Carolina.
Randy L. Dodson
Principal / Head of Transportation Division
Randy is a Principal and the Transportation Division Head. He is the office manager in our Kingsport, Tennessee office. Randy graduated with a Bachelors of Science in Civil Engineering from Virginia Tech in 1979.
For 13 years, prior to joining Mattern & Craig in 1995, Randy worked for Tennessee Department of Transportation (TDOT) in Nashville, TN in their Roadway Design Section.
Randy has over 35 years of experience on transportation projects as a Design Engineer and Project Manager. He and his staff have extensive experience in traffic impact studies, traffic signal design, traffic signal interconnection and traffic signal coordination; roadway design including storm drainage system and culvert design; intersection improvement studies and design including turn lanes, sidewalks and handicap ramps; interchange design; environmental permitting; roadway safety analysis including safety and accident studies and reports, corridor location studies and transportation planning reports, public involvement meetings, and services relating to preparing bid documents, bidding and negotiation and construction administration.
Randy is an active member in the Kingsport Rotary Club. He’s an avid golfer and enjoys teaching Sunday School.
Chad M. Thomas, PE
Principal / Head of Structural Division
Chad is a Principal and the head of the firm’s Structural Division. He graduated in 1998 from Virginia Tech with a Bachelor of Science degree in Civil Engineering. Chad is a registered Professional Engineer in Virginia and Tennessee. He has 15 years of expertise in a broad range of structural projects.
Chad is responsible for production and quality assurance including scheduling of work assignments and staffing for all structural projects.
Chad has served as Design Engineer on various types of projects. These projects include the structural design and analysis of bridges, building foundations, stormwater, water and wastewater treatment facilities, as well as structural rehabilitation and repairs of bridges, water reservoirs and other miscellaneous structures.
Chad and his family live in Roanoke, Virginia and are active members of Villa Heights Baptist Church. Chad enjoys playing outdoor sports such as soccer and golf and is an avid Virginia Tech fan.
Marcia A. Cockram
Secretary-Treasurer / Business Manager
Marcia has been with Mattern & Craig for 15 years. She is a graduate of the University of Virginia and has over 35 years of experience in accounting, finance, and human resources. In addition to her role as Secretary Treasurer, Marcia is also the Business Manager for the firm bringing a wealth of knowledge and understanding to our consulting business.
Marcia is responsible for the management of all accounting functions, human resources, and employee benefits for the firm. She also supervises the day-to-day administrative activities in the firm’s corporate office in Roanoke.
Calvin D. Clifton
Business Development Manager
Calvin is Business Development Manager for the firm. He works with our offices in all three states to support our existing clients and assist our offices and project managers in developing new clients and business. Calvin has worked in the engineering consulting business for the past eight plus years, serving primarily eastern and middle Tennessee and southwestern Virginia markets.
Prior to his entry into the consulting field, he worked in the public sector serving as Public Works Director for the City of Athens, TN and Transportation Planner & Water/Wastewater Services Manager for the City of Kingsport, TN.
Having spent 16 years in the public sector, Calvin brings a unique perspective to his position. He approaches clients and projects from the standpoint of the owner, manager, and maintainer. His experience includes design oversight and management of water/wastewater, stormwater, streets, signs/signals, sanitation, fleet maintenance, and GIS projects and services.
Calvin is a past-president of the Tennessee Chapter of the American Public Works Association and presently serves as the TN Delegate to the national APWA Council of Chapters and serves on the Government Affairs Committee. He is a member of the Society for Marketing Professional Services, the Kingsport Kiwanis Club, and serves on the Kingsport Public Library Commission. He and his family live in Kingsport and are active members of Mountain View United Methodist Church.
