Randy W. Beckner, PE
Principal / Chairman of the Board / Federal Sector Division Head / Head of CEI Division
As chairman of the board, Randy serves as the presiding officer of the firm’s board of directors. The chairman guides the board of directors, which oversees the human resources, financial, environmental and technical operations of the firm. He is responsible for establishing and executing long and short-term goals and developing the corporate culture for the firm.
Randy is a principal in our Johnson City, Tennessee office and CEI Division Head. Randy graduated with a Bachelor of Science degree in Civil Engineering from Virginia Tech in 1986. He is a registered professional engineer in the states of Tennessee, Virginia, North Carolina, Georgia, West Virginia and Kentucky. His areas of expertise include project management and civil/structural engineering on numerous projects including roadway and structural, water and wastewater plants and systems, downtown revitalizations, and site work.
Prior to joining Mattern & Craig in 1988, Randy served as city engineer for the City of Galax, Virginia for a two-year period. His duties included a broad range of structural and civil engineering projects including bridges, water and wastewater buildings and structures, water and sewer lines, landfills and site work. During this time, he gained invaluable knowledge of the owner’s side of the engineering process.
Randy is a member of several professional organizations including American Society of Civil Engineers and the Tennessee Water & Wastewater Association. He is a member of the Kingsport Chamber of Commerce and a past president and active member of the Johnson City Rotary Club.
Bradley C. Craig, PE
Principal / President
Brad is the president of Mattern & Craig, a principal in our Roanoke, Virginia office and is the firm’s Civil Division Head. He graduated in 1989 from Virginia Tech with a Bachelor of Science degree in Civil Engineering. Brad is a registered professional engineer in the state of Virginia and has over 30 years of experience in a broad area of civil engineering projects.
As president of the firm, Brad’s primary function is the management of firm daily operations and execution of firm goals. His overall objectives are focusing on the overall success of the firm; ensuring client expectations are met; identifying opportunities for growth; and setting the culture of the company.
Brad has extensive expertise as a project manager in the planning, design and administration of infrastructure improvement projects for various municipalities and state agencies. His primary focus has been water and wastewater facilities, including the design of utility projects, pumping facilities, storage tanks, and water/wastewater treatment plants. Additionally, Brad has designed and managed projects involving stormwater facilities, site development, roadway design, public works facilities, and downtown revitalization/enhancement.
A native of the Roanoke Valley, Brad lives in Salem with his wife, Stacy, and three kids: Cameron, Andrew, and Caroline. Brad’s personal interests include golf, fly fishing, music, and Virginia Tech athletics.
Wm. Thomas Austin, PE
Principal / Vice President
Tom is vice president and a principal in our Roanoke, Virginia office. He graduated from Virginia Tech in 1983 with a Bachelor of Science degree in civil engineering. Tom is a registered professional engineer in the states of Virginia and North Carolina. He has 35+ years of experience in a broad range of civil and site development projects with specific expertise in zoning, land planning, and stormwater management.
Tom’s responsibilities are to develop, coordinate, and review all appropriate aspects of design on various projects. Typical project responsibilities include the design of general commercial and industrial sites, water distribution, sanitary sewer and storm sewer collection systems, erosion and sediment control, stormwater management facilities, roadway engineering, hydrologic and hydraulic analysis, and flood studies.
Tom is a member of the American Society of Civil Engineering.
James B. Voso, PE
Principal / Vice President / Head of Surveying Division
James is a vice president, principal, head of the surveying division, senior project manager, and office manager in our Asheville, North Carolina office. James graduated with a Bachelor of Science degree in civil/transportation engineering from North Carolina State University in 1991. He is a registered professional engineer in the states of North Carolina and South Carolina. His areas of expertise include signalized intersection design, signal system design and implementation, intelligent transportation systems (ITS) design, traffic impact studies/analyses, and roadway/transportation design.
James has over 25 years of design and project management experience in the fields of traffic engineering, ITS, and transportation engineering. From 1991 until 2002, James worked for the North Carolina Department of Transportation (NCDOT) with the majority of his tenure in the Transportation Mobility and Safety Section (TMSS). Since joining Mattern & Craig in 2002, he has served as vice president, surveying division head, and office manager for the Asheville office.
James is a past president of the Rotary Club of Asheville – West. He is active in the North Carolina Section of the Institute of Transportation Engineers (NCSITE). He enjoys fly fishing and running. James and his family currently reside in Fletcher, North Carolina.
Chad M. Thomas, PE
Principal / Head of Structural Division
Chad is a principal and the head of the firm’s structural division. He graduated in 1998 from Virginia Tech with a Bachelor of Science degree in Civil Engineering. Chad is a registered professional engineer in Virginia and Tennessee. He has 21 years of expertise in a broad range of structural projects.
Chad is responsible for production and quality assurance including scheduling of work assignments and staffing for all structural projects.
Chad has served as design engineer on various types of projects, including the structural design and analysis of bridges, building foundations, stormwater, water and wastewater treatment facilities, as well as structural rehabilitation and repair of bridges, water reservoirs and other various structures.
Chad and his family live in Roanoke, Virginia and are active members of Villa Heights Baptist Church. Chad enjoys playing outdoor sports such as soccer and golf and is an avid Virginia Tech fan.
Jason A. Carder, PE, PTOE, RSP
Principal / Head of Transportation Division
Jason is a principal, head of transportation division, and office manager of our Kingsport, Tennessee office. He earned both his Bachelor of Science (BS) and Master of Science (MS) degrees in civil engineering from Tennessee Technological University, is a registered professional engineer in Tennessee and Virginia, a certified Road Safety Professional (RSP), and a Professional Traffic Operations Engineer (PTOE).
Jason has extensive experience both managing and producing a variety of civil engineering projects for both public and private sector clients, with a specialty in traffic and transportation projects. He is experienced in the various aspects of transportation engineering, including pedestrian and roadway geometric design, roundabout design, traffic signal system design, traffic impact studies, transportation planning, roadway safety analyses, storm drainage design, and stormwater management. He has provided these services to state DOTs, municipalities, and private sector clients on various projects in Tennessee, North Carolina, and Virginia. Jason has developed excellent, long-term relationships with many clients including the Tennessee Department of Transportation (TDOT) and several cities and counties throughout Tennessee and Virginia.
Jason is a member of several professional organizations. Notably, he has served as president, vice-president, and secretary/treasurer of the Tennessee Section of the Institute of Transportation Engineers (TSITE), and was a member of the TSITE Leadership Development program in 2012. He is also currently serving on the advisory board for Tennessee Tech’s Department of Civil & Environmental Engineering. Jason is a member and currently serving as president of the Rotary Club of Downtown Kingsport. He is a 2019 graduate of Leadership Kingsport.
Brian R. Newman, PE
Principal / Office Manager – Hickory, NC
Brian is a Principal of the firm and Office Manager for our Hickory, North Carolina office. He leads the firm’s North Carolina Civil and Construction Engineering Inspection (CEI) Divisions and is a registered Professional Engineer in North Carolina and Virginia. He has extensive project management expertise in civil-site design and construction administration for projects in commercial & economic development and public works infrastructure.
Brian works with several municipal GES clients and NCDOT, assisting them in the assimilation of field survey, mapping, and utility and drainage infrastructure to provide input data for their system models ranging in size and complexity. His focus is serving his clients in developing and executing State and Federally funded projects and has been successful in realigning and restructuring projects with conflicts in environmental, right-of-way, or construction approvals. He is dedicated to establishing direct relationships with the DOT and local municipalities located across the Carolinas and helping those clients leverage program funding to realize strategic project goals benefiting their local communities.
Brian also leads the firm’s Business Development efforts in the Foothills region of North Carolina and supports these efforts in the Upstate Region of South Carolina, establishing new client relationships to create opportunities for civil, structural, transportation, and traffic engineering project work throughout the region. He started with Mattern & Craig in 2004 as a CAD Technician in the Kingsport office and worked as a Project Manager in the Johnson City, TN office prior to opening the firm’s Hickory office in 2019.

Ryan P. Kincer, PE
Principal / Head of Civil Division
Ryan is a Principal, Head of the Civil Division and a Civil Projects Manager in our Roanoke office. He is a registered Professional Engineer in VA with over 14 years of experience in Civil Engineering. Ryan earned his BS degree in Civil Engineering at Virginia Tech.
As Head of the Civil Division, Ryan coordinates with the Civil Division managers across several states and manages the firm-wide Civil Division goals. He also manages scheduling and staffing for the Virginia Civil Division in the Roanoke Office.
Ryan has gained extensive experience on civil engineering projects with an emphasis in site development, stormwater, and utilities, with special expertise in sanitary sewers, water distribution systems, streetscapes, site plans, earthwork, transportation, and project planning.
Ryan is an active member and officer of the American Society of Civil Engineers (ASCE), Roanoke Branch.
He and his family live in Botetourt County, Virginia where they enjoy the outdoors, traveling, and cooking. His hobbies include coaching youth sports, hiking, cooking, golf, Virginia Tech sports, live music, and attending sporting events.
D. Jason Snapp, PE
Principal / Head of Civil Division – Tennessee
Jason is a Principal, Head of the Civil Division for Mattern & Craig’s Tennessee offices, and a Civil Projects Manager in our Kingsport office. He is a registered Professional Engineer in TN and VA, and holds a degree in Civil Engineering from Tennessee Tech University. His 16+ years of experience with Mattern & Craig have covered Transportation Design Services, Construction Engineering Inspection Management, and Civil/Site design and Municipal Utilities Services. Jason’s current career in general civil design includes VDOT Locally Administered Projects Design and Administration, outdoor recreational & sports facilities design, wastewater collection, water distribution systems, water and wastewater treatment facilities, stormwater/drainage, erosion prevention & sediment control, pedestrian mobility, site development, grant/funding procurement services, and project management for various clients. Jason currently serves as Engineering Manager over multiple General Engineering Services Contracts for Local Municipalities/Agencies throughout the Northeast Tennessee and Southwest Virginia Region for the firm. In this role Jason enjoys working with local municipalities and agencies to first identify infrastructure projects critical to the growth and sustainability of the communities in which we work and live, and second to procure funding through local, state, and federal grant programs to ensure project implementation and continued community development in our region.
Jason is an active member of several engineering organizations, including the American Sports Builders Association (ASBA), the National Recreation and Park Association (NRPA), and the Institute of Transportation Engineers. His efforts and professionalism have played a major role in both transportation engineering and our Civil Division throughout Tennessee and our surrounding communities. He is also a member and past President of the Kingsport Sunrise Rotary Club and he volunteers with Meals on Wheels.
Aaron C. Carver, PE
Transportation Projects Manager – Charleston, SC
Aaron is a Transportation Projects Manager in our Charleston, South Carolina office. He is a registered Professional Engineer in NC and SC with over 20 years of experience in transportation improvements. Mr. Carver is a graduate of the University of Tennessee where he earned his BS degree in Civil Engineering. Before moving to our Charleston, South Carolina office in 2019, Aaron was in our Asheville, North Carolina office as Senior Project Manager.
His expertise includes a broad range of transportation engineering projects involving roadway design, hydraulic design of bridges and box culverts, CLOMRs, stormwater management design, erosion control, streetscapes, site development, conceptual planning and design of multi-parcel residential designs, commercial developments, trail designs, signing plans, pavement marking, and traffic control plan design. He is proficient in the use of engineering computer aided design software and has worked on multiple SCDOT, NCDOT, Cherokee DOT, TDOT, VDOT, and municipal transportation projects. He is committed to designing safe, reliable and sustainable infrastructure that meets the needs of our communities.
Aaron is an active member of ACEC, APWA, and the Civil Engineers Club of Charleston. He and his family are really enjoying the low country island life on the coast of South Carolina.
J. Forest McKenzie, II, PE, RLS
Federal Sector Practice Leader / Office Manager – Charleston, SC
Forest is Mattern & Craig’s Federal Sector Practice Leader. In this role, Forest is responsible for business development, strategic planning, and marketing for various federal civil engineering projects with an initial focus on the Southeast. As a Professional Engineer and Surveyor, Forest has years of expertise in project and client management, contract negotiations, drawing specifications, and survey and civil engineering department management.
Forest is licensed as a Professional Engineer in the states of South Carolina, Georgia, Alabama, North Carolina, New York, North Dakota, Wisconsin, and Missouri and a licensed land surveyor in South Carolina. He graduated from Clemson University with his BS in Agricultural Mechanization and Business in 1986 and earned his BS in Civil Engineering from The Citadel in 2002. He began his career in Civil Engineering working as a field engineer for the Navy and he has traveled across the US for a variety of military projects and branches within the Department of Defense. Forest has more than 35 years of experience with 25 of those in civil engineering and land surveying, working in both the public and private sectors. He has worked in the design of water and sanitary sewer distribution systems, land surveying, stormwater management systems and erosion control, grading and pavement design, and subdivision and site design for municipal, military, industrial, institutional, commercial, and residential developments.
Forest is involved in several professional organizations including the Society of American Military Engineers (SAME), American Society of Civil Engineers (ASCE), Civil Engineers Club of Charleston, and the South Carolina Society of Professional Land Surveyors (SCSPLS).

Elizabeth H. Wilcox
Secretary-Treasurer / Business Manager
In addition to her role as Secretary Treasurer, Liz is also the Business Manager for the firm. She brings a wealth of knowledge and understanding to our consulting business. Liz has over 20 years of accounting and management experience including General Ledger Accounting, Finance Management, Payroll Administration and Human Resource Management.
Liz is responsible for the management of all accounting functions, human resources, and employee benefits for the firm. She also supervises the day-to-day administrative activities in the firm’s corporate office in Roanoke.
Liz earned a Bachelor of Science degree from Virginia Tech with focused coursework in Accounting, Business Administration and Human Resources.
Calvin D. Clifton
Business Development Manager
Calvin is Business Development Manager for the firm. He works with all our offices to support our existing clients and assist our offices and project managers in developing new clients and business. Calvin has worked in the engineering consulting business for the past 15+ years, serving primarily eastern and middle Tennessee, southwestern Virginia, and the Carolinas markets.
Prior to his entry into the consulting & business development field, he worked in the public sector serving as Public Works Director for the City of Athens, TN and Transportation Planner & Water/Wastewater Services Manager for the City of Kingsport, TN.
Having spent 16 years in the public sector, Calvin brings a unique perspective to his position. He approaches clients and projects from the standpoint of the owner, manager, and maintainer. His experience includes design oversight and management of water/wastewater, stormwater, streets, signs/signals, sanitation, fleet maintenance, and GIS projects and services.
Calvin is a past-president of the Tennessee Chapter of the American Public Works Association and former TN Delegate to the national APWA Council of Chapters. He recently served six years, two as chairman, on the APWA National Government Affairs Committee and currently serves on the APWA Transportation Committee. Calvin is a member of the Kingsport Kiwanis Club, and serves on the Sullivan County Emergency Management Board, Sullivan County Planning Commission, and is Vice-chair of the Kingsport Board of Zoning Appeals. He and his family live in Kingsport and are active members of Mountain View United Methodist Church.
