Mattern & Craig Welcomes Jim Neal to South Carolina Expansion

Mattern & Craig ● Engineers & Surveyors is pleased to announce that Jim Neal has accepted the position of Business Development Coordinator for the Carolina regions.  His focus will be the Lowcountry as well as the entire state of South Carolina.

Major Jim Neal retired from the United States Army in 2001 after over 20 years as an Engineer officer in the US Army Corps of Engineers.  His final assignment was as the Deputy District Engineer for the Charleston District. After retirement, he was employed by the Charleston Aviation Authority as their Engineering Manager.  He was later hired by the City of Charleston as their Senior Project Manager.

In 2006 Jim was hired by Charleston County to be the Deputy Public Work Director and in 2008 was promoted to Public Works Director.  Upon his recent retirement from public service, Jim has joined Mattern & Craig as a Strategic Business Development Coordinator for the firm’s soon to open South Carolina office in the Charleston area.

A past-president of the South Carolina Chapter of the American Public Works Association (APWA), Jim presently serves on the APWA Board of Directors as the Technical Director, Engineering and Technology.  He has chaired several state and national committees and was selected as one of APWA’s Top Ten Public Works Leaders of the Year in 2016.

Jim will assist Mattern & Craig in their entry into the South Carolina market.  His focus will be on business development efforts with municipalities, counties, DOT’s, and federal pursuits.  Based on his extensive public sector background, he will also serve in key project management and liaison roles on various public works and infrastructure projects.
